For a quick overview of the unemployment changes made by the 2013 budget act, see this PDF file.
Keep in mind that even though many of these changes do not formally take effect until January 2014 in regards to unemployment determinations, claimants still need to account for these changes in unemployment law right now. Because any separation issues that occur in a benefit year matter, and a claimant's benefit year can go back nearly a year and a half from when a claimant first files for unemployment benefits, these changes in unemployment law matter now even though they formally are not in effect at the moment.
